Velva Lilliane Carothers was born on July 6, 1912 at Garner, Hancock, IA to James Dale Carothers and Dilla Mae Quintus. She was the second of three children; her older sister was Verna B. Carothers and younger brother was Charles Dale Carothers Jr.

Found Velva in the 1920, 1925 & 1930 censuses living at Garner, Hancock, IA. with her parents:

1920: James Carothers 41, Dilla Carothers 31, Verna Carothers 10, Velva Carothers 7, Charles Carothers 3[3 10/12].

1925: James Carother 46, Dilla Carothers 36, Verna Carothers 14, Velva Carthers 11, Charles Carothers 8.

1930: James Corothers 51, Dilla Corothers 41, Verna Corothers 20, Velma Corothers 17, Charles Corothers 14.

Velva married Willis D. Niederfrank on a Monday morning, October 16, 1939, at the Reformed Church Parsonage at Garner, IA. The witnesses were Mrs. Claude Veeder (her sister) and Charles Carothers (her brother). They were entertained at her parents afterwards with a breakfast being served.

Velva and Willis had two children: Dilla Mae and Donald.

Velva died May 2, 1991 at Mason City, Cerro Gordo, IA. and was buried at the Concord Cemetery, Garner, IA.

Velva L. Niederfrank, 78, of Garner, died Thursday (May 2, 1991) at North Iowa Medical Center, Mason City, Iowa. Funeral services will be held at 2 p.m. Saturday at Zion United Church of Christ, Garner, with the Rev. Robert Ellis officiating. Burial will be in Concord Township Cemetery.

Velva L. Niederfrank was born July 6, 1912, in Garner, the daughter of James and Dilla Mae (Quintus) Carothers. She graduated from Garner High School in 1930. She married Willis Niederfrank on October 16, 1939, in Garner, They lived in Mason City for four years, then moved to Garner where they resided the rest of their lives.

When the family was old enough to be in school, she worked for the Hancock County Abstract Office and in 1958 started in the County Assessor's office. She was appointed deputy assessor in 1962 and assessor in 1967. At the time of her appointment, she was the fourth woman to be appointed assessor in the state of Iowa.

She was a member of Zion United Church of Christ, Garner.

Survivors include one daughter, Mrs. Curtis (Dilla Mae) Arneson, Joice; one son, the Rev. Donald Niederfrank and his wife, Susan, Saukville, Wisconsin; nine grandchildren; 12 great-grandchildren; and one brother, Charles Carothers and his wife Adeline, Austin, Minnesota.

She was preceded in death by her parents, husband Willis in 1966, and one sister, Verna Veeder.
