Frederick Whitaker Richards, 76, of Arlington, Va., formerly of Dubuque, died Nov. 8, 1997, at Arlington Hospital.

Memorial services were held Nov. 12 in Arlington. Interment will be in Linwood Cemetery, at a later date.

He was a 1939 graduate of Dubuque Senior High School, the University of Chicago and George Washington University Law School. He was a World War II Army veteran and also served in the OSS and CIA.

Following government service, he practiced law in Arlington.

Surviving are his wife of 51 years, Elizabeth, of Arlington; four children, six grandchildren; a brother, of Walnut Creek, Calif.; and a sister, of Dubuque.
