Thomas William McKay, 66, of 1485 Oeth Court, died Monday, July 12, 1999, at Stonehill Care Center.

Memorial services will be at 10 a.m. today at St. Columbkille's Catholic Church, with burial in Mount Olivet Cemetery. The Hoffmann-Schneider Funeral Home, 1640 Main St., is in charge of arrangements.

Mr. McKay was in private law from 1961 to 1996 and most recently with Reynolds & Kenline, Dubuque.

He was born on May 31, 1933, in Dubuque, son of Richard V. and Edith M. (McFadden) McKay. He married Joanne "Joni" Tennyson on Dec. 26, 1966, at St. Patrick's Catholic Church, Ottumwa, Iowa.

He received his B.S.C. from the University of Iowa in 1955; his J.D. from the University of Iowa College of Law in 1958, and U.S. Army Judge Advocate General's School in 1959. He served as special Assistant Attorney General and Counsel to Iowa State Tax Commission from 1965 to 1966. He was a member of the Dubuque County Bar Association and served as president from 1982 to 1983. He was Judicial Nominating Commissioner, District IA from 1978 to 1984; Dubuque Area Chamber of Commerce member from 1967 to 1996; member of the Board of Directors and liaison to the Transportation Committee from 1973 to 1975; chairman of Transportation Committee from 1971 to 1973; chairman of Highways Committee from 1969 to 1971; and a member of St. Columbkille's Parish, where he served as an usher. He was a fundraiser for Loras College, Wahlert High School, Clarke College and the University of Iowa.

Surviving are his wife, Joanne "Joni" McKay, of Dubuque; a son, Mark (Windie) McKay, of Springfield, Ill.; two daughters, Tricia (Joe) McKay Judge, of Bettendorf, Iowa, and Meredith McKay, of Moline, Ill.; two brothers, Dr. Richard V. (Betty) McKay, of Dubuque, and John K. (Jean) McKay, of Marshalltown, Iowa; two sisters-in-law, Jane Sward and Harriet McKay, both of Dubuque; and numerous nieces and nephews.

He was preceded in death by his parents; and a brother Dr. James M. McKay.

Memorials may be given to St. Columbkille's Catholic Church, Stonehill Benevolent Foundation, Wendt Center at The Finley Hospital and to the Hospice of Dubuque.
