Charles E. Hess, 68, of Route No. 1, Lake City, Fla., formerly of Dubuque, died at 1:32 p.m. Wednesday, Oct. 6, 1999, at Lake City Medical Center.

Services will be at 10 a.m. Monday at Resurrection Catholic Church, Dubuque. Burial will be in Resurrection Cemetery, Dubuque, where there will be a flag presentation by the American Legion Post 6 of Dubuque. Friends may call from 2 to 6 p.m. today at Egelhof, Siegert & Casper Westview Funeral Home, 2659 Kennedy Road, where there will be a Resurrection Parish Christian wake service at 4 p.m.

Mr. Hess was an independent insurance agent and insurance adjuster in Iowa for 30 years. He was a member of the Independent Insurance Agents of Iowa "I."

He was born on March 13, 1931, in Ottumwa, Iowa, son of Louis M. and Mabel E. (Pettit) Hess. He married Phyllis Hall on Feb. 8, 1954, in Honolulu, Hawaii.

He graduated from St. Mary's High School, Clinton, Iowa. He was a Korean Conflict Air Force veteran, having served from 1952-56. He was a member of Thunderhills Golf and Country Club, Quail Heights Country Club, Lake City, and a former member of Resurrection Parish and the Dubuque Optimist Club.

Surviving are his wife, Phyllis (Hall) Hess, of Lake City; five daughters, Lynn (Roy) Gonzalez, of Houston, Karen (Jim) Beetem and Mary (Darrell "Pudge") Kritz, both of Dubuque, Patricia (Rick) Burns, of Des Moines, and Jane Hess, of Dubuque; 10 grandchildren; and two brothers, L. R. "Dick" (Katheryn) Hess, of Lake City, and James Hess, of Kingsburg, Calif.

He was preceded in death by a son, Steven, on June 4, 1960; and a sister, Margaret Mersch, on Jan. 30, 1999.
