Harry F. Neustadt

Harry F. Neustadt, 86, of Oak Park Place, formerly of 3150 Hillcrest Road for 30 years, died peacefully at 3 a.m. Thursday, Jan. 31, 2008, at home.

Services will be at 3 p.m. today at Behr Funeral Home, 1491 Main St. Entombment of the cremated remains will be in the Johannes Columbarium at Mount Calvary Cemetery at 1:30 p.m. Tuesday, where military rites will be accorded by the American Legion, Dubuque Post 6. Friends may call from noon to 3 p.m. today at the funeral home.

He was born on Oct. 27, 1921, in New York City, son of Benedict and Gertrude (Frank) Neustadt.

Harry was a graduate of Franklin & Marshall College in Lancaster, Pa., where he received a bachelor of science degree in economics. He was a master sergeant in the Army, serving during World War II in the invasion of Okinawa, Japan, and in the Korean conflict. After serving his country in the military, Harry was in the wholesale paper business in California and was honored as "Man of the Year" in Duarte, Calif.

Upon moving to Dubuque, Harry was employed in community development for the city of Dubuque for almost 20 years until his retirement in 1995.

Harry was instrumental in various industrial development projects in the city. He served on the City Housing Commission, the Community Development Commission, the City Housing Trust Fund Commission and the Dubuque Dispute Resolution Commission (DDRC). Harry was a longtime member of the Dubuque Morning Optimists Club. He served as treasurer for six years and was honored as the "Optimist of the Year" twice. Harry coordinated the 1976 Bicentennial Canoe Trip from Dubuque to St. Louis in birchbark canoes and was co-chairman of the project to paint the 1,600 fire hydrants in Dubuque, which earned national acclaim from Newsweek Magazine. He was also the Farmers Market Master for several years. Golfing, reading and collecting All American Bears number among Harry's favorite hobbies.

Surviving are two daughters, Ann (Steve) Teichner, of Port Orchard, Wash., and Bonnie (Steve) Brewer, of Simi Valley, Calif.; two granddaughters, Marla and Karyn; several great-grandchildren; and special friends, Karen Chesterman and her family, of Dubuque, Nanci and Paul Runde, of East Dubuque, Ill., David and Becky Harris, of Dubuque, Rob and Peggy Dickson, of Dubuque, John and Kari Chesterman, of Dubuque, Dave and Coleen Chesterman, of Mililani, Hawaii, and Bill and Janean Trute, of Walkertown, N.C.

He was preceded in death by his parents
