The Eleventh Street Elevator began operation in 1887 despite the efforts of nearby residents to prevent the construction. The elevator rose over the bluffs south of the Hancock House (visible in the upper right corner of the photo). It served the area known as Quality Hill, wherezg many mansions were built.
