CORIELL, EditorOUR HARBOR-We are happy to state that the long contemplated improvement of connecting the inner and outer sloughs in the Harbor of Dubuque, having been undertaken with vigor, is getting on rapidly; about ten days ago the work was commenced, and it is supposed that the excavation is completed. There are now between sixty and seventy men employed.
