Dubuque Herald, Sept. 13,1865

NEGRO SUFFRAGE TONIGHT – We learn that Enoch W. Eastman, present Lieut. Governor of the State, will hold forth to the friends of the “man and brother,” tonight at the Atheneum. Governor Stone has had his fill of Dubuque, at the hands of J. H. O'Neill, last fall when he was here, and he wisely gives us a wide berth. His “man Friday,” however, obeys orders and will start the “billow” tonight. Those wishing to witness the exhibition of negro equality logic will be present.
