The official list of changes in the Iowa Regiments, gives the promotion of the following Dubuque Officers:

Private John S. Platt, of Co. E. to be 1st Lieutenant and Quartermaster 21st Inf., from Oct. 12th, vice Morse;

Lieut, Andrew Y. McDonald to be 1st Lieutenant Co. E. 21st Inf., from Aug. 4, vice Osborne resigned;

Lieut. James L. Noble to be 1st Lieutenant on Co. H. 21st Inf., March 11, vice Jordan, resigned;

Sergt. Ernest A. Renner, to be 2d Lieutenant Co. E. 21st Inf., from Aug. 4, vice McDonald, promoted.
