Charles “Charlie” L. Norpel, 63, of Maquoketa and formerly of Dubuque, died at Crestridge Care Center on Sunday.Mass of Christian Burial will be celebrated at 10:30 a.m. Saturday at St. Joseph Catholic Church in Bellevue. Burial will be in the parish cemetery. Kingery-Lemke Funeral Home and Cremation Services of Bellevue is in charge of the arrangements.
