The only reasons I can think of that Jeremiah would still have been included on the census after he'd left Clayton co. are conjecture:

1) He left later than your research has shown, or had returned during the time of the census

2) The enumerator "assumed" he still lived in the county, and including him was an error

3) The enumerator included him to "pad" the census. Back then (like now) money was distributed by the county or state according to population counts. I believe that the enumerators were also paid for each person or family they counted.

Hopefully others reading your query will add their remarks. The question is a good one - and we all love to help solve old mysteries!
