I checked Fold3 and don't find a record that would seem to belong to Edward Fagherty / Flaherty.

There was a John Flaherty, residence Elkport, b. Ireland who served in Co F, Engineer Regiment of the West.

In any case, the VFW marker should not be next to William's gravestone. If he served in the military it had to be during the Mexican & Indian wars (more likely) or Civil war. He was pretty old for the Civil war, but some men did enlist in their 40's or later. However, sometimes the cemetery people put military markers of any kind next to graves of soldiers, even if they denote service in the wrong war or era. ie: putting a GAR marker next to the grave of a Sp-Am war vet or Mexican War vet.
