F. E. "Toady" Fair, 69, Wilton, died in his sleep Tuesday night. Fair was general manager of Eastern Iowa Light and Power Cooperative from February, 1944 through December, 1970.

In his early years Mr. Fair was associated with the Illinois Power Company in Sparta and Belleville, Ill. He was manager of the Egyptian Electric Cooperative at Steeleville, Ill, before coming to Iowa as manager of Eastern Iowa Light and Power Cooperative.

He served eight years in the Illinois Commerce Commission from 1932 to 1940. Mr. Fair was an active community leader and had been an active Democrat in Eastern Iowa.

Mr. Fair was the son of Sadie and William Fair. He was born Jan. 24, 1903, and raised at Sparta, Ill, where he was graduated from high school.

He was married to Ida Elizabeth Rice at Camargo, Ill., in 1942.

Four children survive -- Attorney Roger Fair, Davenport; Don R. Fair, a pilot in Viet Nam; Frank Fair, Dr. of Comprehensive Health Planning, in Des Moines; and one daughter, Mrs. Tom Powell, Elgin, Ill.

Mr. Fair is survived by eight grandchildren. In addition, he is survived by two sisters, Mrs. Walden Gibbs, Rock Falls, Ill., and Mrs. Mae Vaughn of Flora, Ill.; and one brother, W. S. Fair, Sparta, Ill. He was preceded in death by one brother and his parents.

Funeral arrangements are pending at Gill Memorial Home.
