I don't know how to do this for sure, but I'd imagine you need to contact a tombstone or engraving company. I know there are multiple monument companies in Fort Dodge that probably can give you guidance if you contact one of them.

I do know that according to the sign at the cemetery, the city council of Jolley manages the cemetery. However, the sign is from the 70's, and I'm not sure Jolley has a city council anymore.

I don't live in Iowa, so I probably can't be more help than that.
