Any records that remain would be with the county records, the county clerk in Rockwell City.
I'm not sure that there would be any Richards records. I was born there and grew up 1 mile east and was never aware of any govenment structure or offical of Richards. However, it was a growing community after the railroad came through in 1900. It had a stock yard, lumber yard, 2 grain elevators, a bank, a general store and a post office. Now it has only 10-15 people who live there and a lot of junked cars.
