WATERLOO - Velma M. Hess, 90, of Waterloo, died Tuesday, Sept. 29, at Allen Hospital of natural causes.

She was born Sept. 10, 1919, in Waterloo, daughter of John and Louisa Nottger Tegtmeier. She married Francis R. Hess on Sept. 10, 1939, at First Lutheran Church, Waterloo. He died Feb. 26, 1994.

Mrs. Hess graduated from Waterloo East High School in 1937 and attended Gates Business College. She was employed as an executive secretary at Northwestern Mutual and Waterloo Industries, retiring in 1984. She was past president of Professional Secretaries International, past Noble Dame of Waterloo Elklets and past president of Waterloo Women's Club.

Survived by: four daughters, Pamela Kiefer and Jennifer (Charles) Watson, both of Waterloo, Jalane Terhune of Davenport and Gretchen (Alan) Reagan of Bettendorf; a son, Randal of Waterloo; 15 grandchildren; and 17 great-grandchildren.

Preceded in death by: a son, Spencer.

Memorial services: 11 a.m. Monday at Zion Evangelical Lutheran Church, preceded by burial in Garden of Memories Cemetery. Public visitation from 2 to 5 p.m. today at Locke Funeral Home.
