Unknown person in photo

I have an old photo that was with my Grandmother's things. I believe it is taken of a Belzer or Hunt relative. If someone could tell me more information about the photo or timeframe that would be helpful. The person wears a uniform but I am not sure what type of uniform it is. The photographer is Ward in La Porte City.
