Taggart, Joseph, United States congressman from the second district of of Kansas, was born June 15, 1867, in Allamakee County, Ia. Since 1894 he has practiced law in Kansas. He was elected to the sixty-second congress to fill a vacancy; was elected to the sixty-third congress for the term of 1913-15; and resides in Kansas City, Kans.
