Parsons, Frank B.
Born in Postville, Iowa, December 20, 1878; educated in grammar schools; Spanish War veteran; was deputy and chief deputy and provincial treasurer in the Philippine Islands, 1901-1916; appointed Vice-Consul at Tampico January 31, 1918.
