MICHAEL L. McKINLEY, Lawyer and Jurist of Chicago, Ill., was born Aug. 3,1874, in Postville, Iowa. He was educated at the State University of Iowa. In 1903-07 he was a member of the Illinois General Assembly. In 1907-08 he was secretary of the Chicago Charter Convention; and in 1907-11 was a member of the Chicago Civil Service Commission. He is now serving his first term of 1911-17 as judge of the Superior Court of Cook County, Ill.
